Question:
HOW DO I GET A PERMIT TO DISCHARGE WELL START UP WATER INTO THE STORM DRAINS

Answer:
In order to grant consent for temporary discharge of ground (non-storm) water into an LACFCD facility, the followings are required:

1. A completed Flood Permit Application.
2. A processing and inspection fee.
3. A sketch showing the District facility where the water will be discharged and the pipe set up. Water must be pumped to a tank with capacity to allow for settling of particles, and then drained from the tank to the District facility by gravity flow.
4. An as-built drawing of the District drain.
5. A copy of a current NPDES permit.
6. Application must indicate the proposed rate of discharge, expected duration, and time when the discharge will be done; discharge is only allowed on dry weather.
7. An Industrial Waste permit may be needed from Environmental Programs Division (EPD); EPD will make determination. You may find our Flood Permit Application on our web site. I've included a link below for your reference.
