Yes, homeowner residing in at the property can obtain owner builder permits for proposed improvements. If the property is a rental property or if you're planning on selling the property within 90 days, you will not be able to pull the permit as owner builder. Please apply for building permits within unincorporated LA County through the Epic LA portal, here: https://epicla.lacounty.gov/energov_prod/SelfService/#/home
