Question:
I was wondering if I could receive information pertaining to the construction and demolition ordinance? Just wanted to know cost implications and tipping fees and well as other associated fees with implementing the ordinance? County of Riverside is considering drafting a C & D Ordinance and would like as much info as possible.

Answer:
Hello and thank you for your interest in the recycling of construction and demolition debris. A copy of the Los Angeles County ordinance and all public information may be found on our website (see link below)

Cost Implications:
Prior to implementation, you will probably need to have public meetings and contractor education meetings. Once the ordinance is approved, you will need to (1) hire a staff of 2-3 people, (2) create forms and a list of approved and/or recommended facilities, and (3) create a computer database to track your applicants.

Fees:
County of Los Angeles has no tipping fees for the program. We do not charge a filing fee. The only fee we charge is when someone is in violation of the ordinance, and that is after the fact. This is different than other jurisdictions which charge a fee or require a bond when filing the paperwork.
