The County of Los Angeles established Local Worker Hiring Programs and Small Business Enterprise (SBE) Programs to increase local participation in the construction of hospital projects as a strategic effort to retain and create jobs in its most economically challenged communities. As may be required by the County, each hospital project contains its own local worker and SBE participation goals or requirement.

MLK-Inpatient Tower ProjectThe Local Worker Hiring Program requires the Design-Builder and its subcontractors to hire "local residents" to at a minimum meet the following hiring mandates: (1) Local Workers shall perform at least 30% of the total California construction labor hours; and (2) Disadvantaged Local Workers shall perform at least 10% of total California construction labor hours (These hours are part of the 30% Local Worker requirement). Qualified workers who reside within a 5-mile radius of the project or within a County of Los Angeles zip code where the unemployment rate exceeds 150% of the County's average unemployment rate are "Local Workers" for the purpose of this program.
