Local Worker and Small Business Participation Programs

The County of Los Angeles established Local Worker Hiring Programs and Small Business Enterprise (SBE) Programs to increase local participation in the construction of hospital projects as a strategic effort to retain and create jobs in its most economically challenged communities. As may be required by the County, each hospital project contains its own local worker and SBE participation goals or requirement.

	MLK-Inpatient Tower Project The Local Worker Hiring Program requires the Design-Builder and its subcontractors to hire "local residents" to at a minimum meet the following hiring mandates: (1) Local Workers shall perform at least 30% of the total California construction labor hours; and (2) Disadvantaged Local Workers shall perform at least 10% of total California construction labor hours (These hours are part of the 30% Local Worker requirement). Qualified workers who reside within a 5-mile radius of the project or within a County of Los Angeles zip code where the unemployment rate exceeds 150% of the County's average unemployment rate are "Local Workers" for the purpose of this program. 	MLK-Multi-Service Ambulatory Care Center (MACC) Project The Local Worker Hiring Program requires the Design-Builder and its subcontractors to hire "local residents" to at a minimum meet the following hiring mandates: (1) Local Workers shall perform at least 30% of the total California construction labor hours; and (2) Disadvantaged Local Workers shall perform at least 10% of total California construction labor hours (These hours are part of the 30% Local Worker requirement). Qualified workers who reside within a 5-mile radius of the project or within a County of Los Angeles zip code where the unemployment rate exceeds 150% of the County's average unemployment rate are "Local Workers" for the purpose of this program. 	Harbor-UCLA Medical Center Surgery Emergency Replacement Project The Local Worker Hiring Program consists of a "good-faith effort" to hire qualified workers who reside within a 15-mile radius of the project to perform at least 30% of all construction hours. The Design-Builder was not contractually required to establish a SBE participation goal for this project but has made a "good faith effort" to provide subcontracting opportunities to SBE firms. 	High Desert Multi-Service Ambulatory Care Center (MACC) Project The Local Worker Hiring Program consists of a "good-faith effort" to hire qualified "local workers" to perform at least 30% of the total California construction labor hours. Qualified workers who reside within a 5-mile radius of the project or within a County of Los Angeles zip code where the unemployment rate exceeds 150% of the County's average unemployment rate are "Local Workers" for the purpose of this program. Qualified workers who reside within a 5-mile radius of the project or within a County of Los Angeles zip code where the unemployment rate exceeds 150% of the County's average unemployment rate are "Local Workers" for the purpose of this program. 	East Rancho Dominguez Library Project The Local Worker Hiring Program requires the General Contractor and its subcontractors to hire qualified "local workers" to perform at least 30% of the total California construction labor hours. Qualified workers who reside within a 5-mile radius of the project or within a County of Los Angeles zip code where the unemployment rate exceeds 150% of the County's average unemployment rate are "Local Workers" for the purpose of this program. MTM Construction completed the project in October 2012 with 14,842 total construction hours performed on the project, of which 7,568, or 51%, were performed by local workers. View Archived Reports
	MLK, Jr. Center for Public Health (South Health Center Project) The Local Worker Hiring Program consists of a "good faith effort" to hire qualified workers who reside within a 15-mile radius of the project to perform at least 40% of all construction hours. McCarthy completed the project in July 2011 with 43,692 total construction hours performed on the project, of which 20,205, or 47%, were performed by local workers. View Archived Reports
