Zone 37 Restructuring Update

A Community Meeting was held at the Castaic Middle School on August 15, 2017 to update residents on the current proposal to restructure Zone 37. The presentation given at the meeting can be found here

The new maintenance contract for the zone went out to bid on July 18, 2017. The entire bid package has been posted on the Department's website.

Description:

This zone consists of approximately 40 acres of ornamental structures, landscaping, including trees, shrubs, grass, and other ornamental vegetation, and appurtenant facilities, including irrigation systems, and drainage devices located in public places within the boundaries of the Zone, which encompasses several residential tracts along Hillcrest Parkway from I-5 Freeway to Barcelona Rd.

Maintained improvements consist of flat areas, slopes, and open space. The tree landscaping is crape myrtle, and Australian willow. Shrubs/groundcover is turf, acacia, rosemary and pittosporum.

Zone 37 Community Meeting History

A meeting was held on March 16, 2017 at Castaic Middle School to discuss the restructuring of Zone 37. Based on feedback at that meeting from over 100 attendees, LMD staff is revisiting a Prop 218 vote to increase the current assessments in order to bring landscape maintenance levels back up to their original levels.

Scope of Services

Mowing Schedule (through 7/31/17): June 2017: 9, 16, 23, 30
July 2017: 7, 14, 21, 28
Irrigation Schedule (through 7/31/17): Sundays and Wednesdays (Schedule A)
Mondays and Thursdays (Schedule B)
Between 7 and 10 pm
30 minutes per day / 3 minutes per station

The current Maintenance Contract has been extended, on a month-to-month basis, through December 2017. Future mowing and irrigation schedules will be updated monthly.

Assessment Information:

  • $240 per parcel
  • 897 parcels
  • The cost to be assessed on each parcel is determined by dividing the total amount to be assessed by the number of assessable parcels within the Zone.
