ANNOUNCEMENTS

A draft Environmental Impact Report (EIR) has been prepared for the project. The draft EIR was released for public review and comment on December 14, 2017. Comments on the draft EIR are due by 5 PM on January 29, 2018. Written comments can be submitted in via mail, email, or fax at the address below:

A public meeting will be held to receive public comments on the draft EIR. The public meeting will be held at 6 PM on January 19, 2018 at the Irwindale Community Center at 16102 Arrow Highway, Irwindale, CA.

PROJECT SUMMARY

The proposed project includes the acquisition of United Rock Product's Quarry No. 3 (Quarry No. 3) for the establishment of a new sediment placement site ( Buena Vista SPS) and spreading grounds in the City of Irwindale, California. Quarry No. 3 is currently an open-pit aggregate mine that has been actively mined for decades. The current mining activities are anticipated to be complete in the next few years. LACFCD intends to purchase the land and fill the pit with sediment excavated from LACFCD-owned flood control facilities which have sediment disposal needs. LACFCD must excavate accumulated sediment from flood control facilities periodically in order to maintain the facilities’ storage capacities and preserve their flood control functionality.

Completing the acquisition of Quarry No. 3 will secure a long-term site for sediment disposal which will allow LACFCD to better serve its core mission of reducing community flood risk and enhancing sustainable local water supplies. Per a City of Irwindale survey, as of 2016, Quarry No. 3 had a storage capacity of approximately 27.3 MCY, with an area of approximately 91 acres and a depth of approximately 360 feet below the adjacent ground surface to its deepest location. Consistent with the City of Irwindale's goal to reclaim mining pits for other uses, once Quarry No. 3 has been completely reclaimed and filled, the LACFCD would have the option to convert the property into a spreading grounds facility, which would allow water to percolate into the ground and recharge groundwater supplies, or facilitate other locally beneficial uses such as recreational open space.

The proposed project would include improvements to the existing access road along the south side of the site, construction of an access road across the Buena Vista Spreading Basin from Buena Vista Street to Meridian Street, and construction of a second access point on Buena Vista Street. In addition, the proposed project would include general site improvements consisting of site drainage improvements, enhanced lighting, a new entrance gate, a small operation building, and measurement scales for truckloads. Reclamation activities would begin in 2019.
