Los Angeles County Public Works is dedicated to increasing our business with CBEs. The CBE Program was designed to increase contracting opportunities for business owners who are minorities, women, disabled veterans, disadvantaged, or LGBTQQ.
How do I register my CBE with Los Angeles County and do business with Public Works?

Your business can participate as any of the following:
- Minority Business Enterprise (MBE)

- Be owned by citizens or lawful permanent residents of the United States who are:
- Black/African
- Hispanic/Latino
- Asian/Pacific Islander
- Subcontinent Asian
- Native American
- Have at least 51-percent ownership by one or more minorities, and
- Be at least 51-percent managed by and have daily business operations controlled by one or more minorities
- Women Business Enterprise (WBE)

Your business must be certified as a disadvantaged business by any of the following:
- The Small Business Administration (SBA) as an 8(a)
- Los Angeles County Metro
- LA City Bureau of Contract Administration
- The California Department of Transportation’s California Unified Certification Program (CUCP), or
- Any agency authorized to certify under the Unified Certification Program

- DVBEs who are certified with Los Angeles County will automatically qualify for inclusion in the CBE listing. You do not have to apply for two separate programs.

- Lesbian, Gay, Bisexual, Transgender, Queer, and Questioning- owned enterprises (LGBTQQ+BE) view more
- Be at least 51-percent owned and controlled by at least one or more LGBTQQ individuals.
- Must have an active certification with the National LGBTQ Chamber of Commerce or through the Supplier Clearinghouse as authorized through the California Public Utilities Commission (CPUC).
