Public Works is dedicated to working with communities, developers and workers to build a better Los Angeles County. One tool to achieve that goal is the Community Workforce Agreement (CWA) which creates economic development opportunities for residents and businesses located within the County of Los Angeles. The CWA ensures the hiring of Local Residents and Targeted Workers and encourages the participation of Local Small Business Enterprises, Disabled Veteran Business Enterprises and Social Enterprises in covered projects. It promotes the public interest and ensures timely and economical completion of the projects covered under a CWA. It’s a win-win-win for the workforce, communities, and project developers.
A CWA is an agreement negotiated between the County of Los Angeles and various construction unions. After an owner and the construction unions agree to a CWA, the CWA is incorporated into the contract documents for the project, and the selected contractor and its subcontractors are bound to the terms of the CWA for the purposes of implementing the project.
