County unincorporated areas, which are not part of a Garbage Disposal District or the Franchise Solid Waste Collection System, are operating under an open market system for solid waste collection services. Residents and business owners in these areas have the discretion to choose any private waste hauler servicing the area. In the open market areas the County does not have any jurisdictional authority over the haulers' service standards, management practices, hours and methods of collection, service rates, and other operational components of solid waste service. The franchise system will replace all open market systems over the next years.
