Proposed Parking Restriction of Nonconforming Vehicles

What is the restriction?

The County of Los Angeles Board of Supervisors has adopted an ordinance restricting the parking of Nonconforming Vehicles in the unincorporated communities of Long Beach, South Whittier, East Whittier, East La Mirada, West Whittier/Los Nietos, and Whittier.

The ordinance restricts the parking of Nonconforming Vehicles on public roadways at all times unless a permit is displayed on the vehicle. Each permit will be valid for one day (24-hours). Owners of Nonconforming Vehicles may receive up to 30 permits per year from the local Los Angeles County Sheriff's station. Permits may not be used for more than two consecutive 24-hour periods (for a maximum of 48 hours, at a time).

What is a Nonconforming Vehicle? A Nonconforming Vehicle refers to a vehicle and/or trailer, if any part of such trailer or vehicle, together with all fixtures, accessories, or property affixed thereto (other than single-post radio antennas), measures more than: 8 feet in width; 7 ½ feet in height; or 20 feet in length. Examples of such vehicles include, but are not limited to recreational vehicles, vehicles towing trailers or boats, as well as any other vehicle exceeding any one of the dimensions.

Why is this restriction being put into place? Residents there have expressed concerns that nonconforming vehicles are parked on residential streets for extended periods of time, which impacts visibility at driveways and intersections, reducing available on-street parking for residents, and causing visual blight. Restricting the parking of nonconforming vehicles only to those vehicles displaying a permit will enhance public safety and the quality of life for residents in these unincorporated communities.
Do similar ordinances exist in the County? Los Angeles County Code Title 15, Vehicles and Traffic, Section 15.64.075 currently restricts parking of Nonconforming Vehicles in the Ladera Heights, View Park/Windsor Hills, and Altadena Districts, and Marina Del Rey Districts.
When/Where will this take effect?

The ordinance was approved by the Board of Supervisors on October 25, 2016. Sign posting started. The signed will be bagged as they are initially installed. Once all signs are posted, the bags will be removed. The signs are scheduled to be uncovered on March 1, 2017. At this time, the 30-day grace period will begin.

Citations

There will be a 30-day grace period beginning March 15 through April 15, during which only notifications of the ordinance are to be issued to violators. Citations are to commence on Saturday, April 15, 2017.
