New problems start to appear:
- Exceeding design assumptions of drainage facilities (More covered surface --> More runoff)
- More water conservation desired to meet water needs of growing population
- Storm water polluted by heavy urbanization
- Desire for more open space/more recreation/more natural habitat areas
