The essential systems for all three buildings at High Desert Hospital were noncompliant and required retrofit to meet the first compliance deadline. The first phase of nonstructural retrofit work is completed.
The Main Hospital Building and the existing Central Plant will become noncompliant structurally and nonstructurally by January 1, 2008. The Emergency Generator Building will not require retrofit for this deadline. The Compliance Plan recommends retrofit of both buildings before this deadline in order to keep the hospital operational until January 1, 2030.
All three buildings at the medical center will become noncompliant by January 1, 2030. The Compliance Plan recommends delicensing the buildings by this date because the County's need for medical services in the year 2030 and beyond is unknown at this time. Therefore, seismic upgrade requirements for the year 2030 deadline have not been thoroughly studied. Also, based on the magnitude of the required retrofit, this alternative is unlikely to be financially viable.
In July, 2002, work on this hospital was suspended due to the Board's decision to convert the hospital to an outpatient facility.
