The essential systems for nine (9) buildings at Harbor- UCLA were noncompliant and required retrofit to meet the first compliance deadline. The first phase of nonstructural retrofit work is completed.
Five (5) buildings will become noncompliant and will require various degrees of retrofit before the January 1, 2008 deadline. Two of these five buildings will require structural retrofit work and all five buildings will require additional nonstructural retrofit work. The Compliance Plan recommends completing both structural and nonstructural retrofit before January 1, 2008.
By January 1, 2030, all nine (9) buildings at the medical center will become noncompliant. The Compliance Plan recommends delicensing the buildings by this date only because the County's need for medical services in the year 2030 and beyond is unknown at this time. Therefore, seismic upgrade requirements for the year 2030 deadline have not been thoroughly studied. Also, based on the magnitude of the required retrofit, this alternative is unlikely to be financially viable.
If the County determines that replacement of some or all of the acute-care beds is necessary to meet the County's health care needs at that time, SB 1953 allows hospital owners to amend their plans to retrofit or replace after submission of the Plan to OSHPD.
