Letter of Map Change (LOMC) is a general term used to refer to the several types of revisions and amendments to Flood Insurance Rate Maps (FIRMs) published by the Federal Emergency Management Agency (FEMA). LOMCs include Letter of Map Amendment (LOMA), Letter of Map Revision (LOMR), and Letter of Map Revision based on Fill (LOMR-F).
Proposed improvements located within a flood hazard are required to submit a LOMC application to FEMA for review and approval. LOMC applications and associated FEMA approvals are typical conditions for Public Works’ permit issuance and development plan approvals. LOMC application submittals must be coordinated with the assigned Public Works plan checker or permit technician.
Note: FEMA has suspended the issuance of LOMR-Fs in Los Angeles County.
