Commissioner's Biographies
Robert A. Ringler (Chair):

Robert A. Ringler has been a member of the Los Angeles County Highway Safety Commission (HSC) since 2000. He is the
current Chair of the HSC. He was appointed by Supervisor Zev Yaroslavsky to represent the Third Supervisorial District
in Los Angeles County. He has a Bachelor's and Master's degree in Psychology. He is a retired Associate Dean from the
University of California Los Angeles (UCLA), where he was also a researcher at UCLA's Brain Research and Neuropsychiatric
Institute. He is currently a Los Angeles County Deputy Commissioner for Civil Marriages and owner of Bel-Air Wedding
Ceremonies. In addition, he is the Vice-President of the Bel-Air Beverly Crest Neighborhood Council, the President of
the Los Angeles Police Department (LAPD) West Bureau Traffic Committee, President of the Holmby Park Advisory Board and
President Emeritus of the Residents of Beverly Glen, Incorporated.
Thurston T. Reese (Vice-Chair):
Thurston Reese has been a member of the HSC since 2003. He was appointed by the Chair of the Board of Supervisors to
represent the public school sector in Los Angeles County. He has a Bachelor's and Master's degree from Long Beach
State University. He has a Juris Doctorate and extensive background in conflict management, mediation, arbitration
and ombudsman services. He provides ADR services for the Los Angeles Superior Courts, United States Postal Service,
and National Center for Dispute Settlement and other public and private agencies. He is also a Hearing Examiner for
the LAPD. He is a member of the Southern California Mediators Association, the American Bar Association-Dispute
Resolution Section and a Chrysler Arbitration Board Member.
Marvin W. Estey:
Marvin Estey has been a member of the HSC since 1993. He was appointed by the Chair of the Board of Supervisors to
represent the private school sector in Los Angeles County. He is the immediate past Chair of the HSC and has served
as the Vice-Chair. He is a retired engineer and manager from Pacific Bell and a Permanent Deacon in the Roman Catholic
Archdiocese of Los Angeles.
Guillermo W. Villalobos:
Guillermo Villalobos has been a member of the HSC since 1992. In the past, he has served as the Chair and Vice-Chair of
the HSC. He was appointed by Supervisor Gloria Molina to represent the First Supervisorial District in Los Angeles
County. In 1983, he graduated from the University of Southern California (USC) with a degree in Architecture.
He is an architect with Barrio Planners, Incorporated. He is a professional licensed Architect in the State of California
and the State of Hawaii. He is a member of the American Institute of Architects, Los Angeles Chapter.
Rhett S. Price:
Rhett Price has been a member of the HSC since 1996. In the past, he has served as the Chair and Vice-Chair of the HSC.
He was appointed by Supervisor Yvonne Brathwaite Burke to represent the Second Supervisorial District in Los Angeles
County. He graduated from USC with a degree in Public Safety and Management. He is currently a sergeant for the
California Highway Patrol (CHP).
John A. Spix:
John Spix has been a member of the HSC since 2001. He was appointed by Supervisor Don Knabe to represent the Fourth
Supervisorial District in Los Angeles County. He is a graduate of the Illinois Institution of Technology in Chicago,
Illinois, and is a retired Electrical Engineer from the Southern California Edison Company. He is a licensed tax
preparer. In addition to being a member of the HSC, he is a volunteer in the American Association of Retired Persons,
Tax-Aide Program.
John F. Watkins:
John F. Watkins has been a member of the HSC since 2004. He was appointed by Supervisor Michael D. Antonovich to
represent the Fifth Supervisorial District of Los Angeles County. He has a Bachelor's degree in Civil Engineering
from the University of Texas, Austin. He is a retired senior officer for Jorgensen Steel Company, where he worked
for 43 years. He was on Active Duty for the United States (U.S.) Naval Reserve between 1943 and 1946. He has been
involved with the Boys Republic Board in Chino Hills and other institutions involved with children at risk. He is
a member of numerous committees and councils for schools and community services.
