The online submittal system offers flexibility to applicants who submit engineering and construction documents for review with LA County Building and Safety. In addition to enhancing customer service and communication, this online system offers financial benefits by reducing paper use, printing costs, driving time, and gasoline consumption.
Online applications are submitted via this system (BSOP) for projects located in Los Angeles County Contract City District Offices. Click here to login/register.
For County Unincorporated projects, new online applications are submitted on EPIC LA. Respective Building & Safety office information can be found using LA County's Service Locator. Capital Projects (LA County owned or operated facilities) are submitted on EPIC LA regardless of location.
As of April 1, 2024 all new online applications within City of Westlake Village areas must be submitted on EPIC LA.
As of November 1, 2025 all new and existing applications within the City of Lakewood must be submitted directly to the City of Lakewood.
Beginning May 1, 2026 all new online and existing applications within the City of Lomita must be submitted directly to the City. Please visit Building and Safety Division - City of Lomita for more information.
Beginning May 1, 2026 all new online and existing applications within the City of Lawndale must be submitted directly to the City of Lawndale. Existing cases submitted prior to May 1, 2026 will continue on BSOP until May 29, 2026, after which all projects will be referred to the City of Lawndale.
Beginning May 8, 2026 all new online and existing applications within the City of Artesia must be submitted directly to City of Artesia.
