About Building & Safety
Introduction to Building and Safety Division
Los Angeles County Building and Safety, managed by LA County Public Works, has been providing services to ensure safe building design, construction, approval of completed building projects and providing code enforcement since the adoption of County building codes and standards in March 1933.
Building services are provided to unincorporated communities at the Public Works headquarters, at one of the 10 Building and Safety District Offices serving unincorporated communities and at the 10 Contract City Offices serving incorporated cities. These offices are staffed by highly professional, knowledgeable and customer service-oriented staff.
Building and Safety provides building permits, review and monitoring of the design, construction, installation, demolition, and maintenance of privately-owned buildings and structures through the enforcement of the County’s building codes and regulations.

This Section is responsible for the administration and supervision of the: permit application/building plan review processes; Building plan check engineers; hearings conducted by the Building Board of Appeals; and compliance with the Building Codes and applicable Federal, State, and County laws and regulations for all buildings and structures within the unincorporated County and 14 Contract Cities.

This Section is responsible for the administration and supervision of plan check and inspection services for all County-owned and operated facilities to ensure compliance with the applicable Federal, State and County Building Codes, laws and regulations.

This Section is responsible for the administration and supervision of the: electrical plan review processes; Electrical plan check engineers; and compliance with the Electrical Code and applicable Federal, State, and County laws and regulations for all electrical systems and equipment installed within the unincorporated County and 14 Contract Cities.

This Section is responsible for the administration and supervision of the grading/drainage/erosion control plan review processes; Grading and Drainage plan check engineers; and compliance with the grading and drainage provisions of the Building Code and applicable Federal, State, and County laws and regulations for all grading, drainage and erosion control projects within the unincorporated County and 14 Contract Cities.

This Section is responsible for the development, training, maintenance, and management of Building and Safety Division’s: website; electronic permitting/plan review system (EPIC-LA); digital records; and coordination with other County technologies.

This Section is responsible for the internal operation of Building and Safety Division regarding: coordination of facility maintenance and improvement projects; assessing staffing needs; procurement of equipment and supplies; and managing the budget.

This Section is responsible for the administration and supervision of: approving alternate materials and code modification requests; Code adoption; legislative review and comment; policy and procedure development; hearings conducted by the Accessibility Appeals Board; code interpretation; coordination of the CASp program; coordination of the Special Inspection program; the liaison to Department of Regional Planning; Division Safety coordinator; and Grants coordinator.

This Section is responsible for the administration and supervision of the: Property Rehabilitation program regarding substandard, unsightly, buildings and properties; hearings conducted by the Building Rehabilitation Appeals Board; and District Office code enforcement and Nuisance Abatement Team (NAT) code enforcement regarding unpermitted grading and construction within the unincorporated County.
