Organics Recycling at County Facilities

In October of 2014, Governor Jerry Brown signed Assembly Bill 1826 (AB 1826): Commercial Organic Waste Recycling. This bill requires businesses, including government facilities, to arrange for organic waste recycling services depending on the amount of waste they generate per week. Organic waste includes food scraps, green waste, and food-soiled paper.

Compliance dates were scheduled based on the amount and type of waste that is generated on a weekly basis:

Compliance Date: Cubic yards generated weekly
April 1, 2016 8 or more cubic yards of organic waste
January 1, 2017 4 or more cubic yards of organic waste
January 1, 2019 4 or more cubic yards of commercial solid waste
January 1, 2020 2 or more cubic yards of commercial solid waste, conditional on meeting state recycling goals

Based on a 2016 facility survey conducted by the Internal Services Department (ISD), Public Works has assembled a list of County facilities that are likely to be impacted. There are several options for County facilities that are required to comply with AB 1826:

  1. Source separate organic waste from other waste and subscribe to a basic level of organic waste recycling service with a waste hauler that includes collection and recycling of organic waste.

  2. Recycle the organic waste onsite or self-haul the facility’s own organic waste for recycling.

  3. Subscribe to an organic waste recycling service with a waste hauler that may include mixed waste processing that specifically separates and recycles organic waste.

  4. Make other arrangements, such as sell or donate the recyclable organic waste materials.

If your hauler does not provide organic recycling services, there are two additional options for obtaining organic recycling services:


  1. Contact approved vendors from ISD’s Facility Ancillary Services Master Agreement (FASMA).

  2. Contact any of the waste haulers on the list of non-exclusive commercial franchise haulers to obtain services for organic waste recycling.
