COMMERCIAL SOLID WASTE COLLECTION AND RECYCLING SERVICES
Los Angeles County Public Works provides commercial solid waste collection services for unincorporated County businesses, multi-family properties (of five units or more), and single-family properties needing dumpster service through three systems: the Non-Exclusive Commercial Franchise system, Garbage Disposal Districts (GDD), and the new Exclusive Commercial Franchise system.

New Exclusive Commercial Franchise & Organic Waste Collection Service


Starting as soon as October 1, 2022, the County will shift most Non-Exclusive Commercial Franchise system customers (businesses, multi-family properties with five units or more, and single-family properties needing trash dumpster service) to an Exclusive Commercial Franchise (ECF) System.

ECF customers belong to one of eight (8) Exclusive Commercial Franchise Service Areas. Each service area is served by an exclusive waste hauler and services includes collection of trash, recyclables, and organic waste. Every customer will receive organic waste container(s) to place their food waste, food-soiled paper, and green waste if applicable.

Organic waste collection service is mandatory under Senate Bill 1383 and the new services comply with state mandates. Visit FightFoodWasteLA.com to learn more about organic waste.


ECF services include:
  • Trash, recycling, and organic waste collection services
  • Annual container cleaning (upon request and first cleaning is free)
  • Sharps collection up to four containers per year (upon request)*
  • On-site consultations, once every other year
  • Christmas tree collection
  • Graffiti removal
  • Bulky item and electronic waste collection (upon request)*


*Must request and receive confirmation from your waste hauler for bulky item pick-up before leaving items at the set-out site.

ECF excludes service to the following:
  • Garbage Disposal District customers (map)
  • Customers in the Antelope Valley/Acton/Agua Dulce areas
  • NBC Universal Studios and its off-site filming locations
  • Multi-family properties of four (4) units or less that use cart services
  • Single family residents that only use cart services

Self-Management and Waivers

Under the ECF, businesses may request to self-manage some or all their waste, such as self-hauling trash and recyclables, and composting organic waste on-site. Business or property owners interested in self-management must familiarize themselves with the Mandatory Organic Waste Disposal Reduction Ordinance requirements, the Ordinance Guidelines, and submit a self-management plan. Another option for food waste management is subscribing to collection services by micro-haulers (haulers that transport small amounts of food waste to community composting facilities), more details coming soon.

Additionally, qualifying businesses may apply to waive some or all of their organic waste processing requirements. To qualify, a business must produce little to no organic waste or prove their property cannot accommodate a dedicated separate organic waste container (see section 20.91.110 Waivers). Business or property owners interested in applying for a waiver must familiarize themselves with the Mandatory Organic Waste Disposal Reduction Ordinance requirements, the Ordinance Guidelines, and submit an application for Public Works approval.

Maximum number of requests for bulky item collection per year (at no cost)

Multi-family properties with 150+ units Schedule the collection of bulky items up to 50 times per year, and haul away up to 10 bulky items collected per request
Multi-family properties with 101-149 units Schedule the collection of bulky items up to 40 times per year, and haul away up to 10 bulky items collected per request
Multi-family properties with 50-100 units Schedule the collection of bulky items up to 30 times per year, and haul away up to 10 bulky items collected per request
Multi-family properties with 25-49 units Schedule the collection of bulky items up to 20 times per year, and haul away up to 10 bulky items collected per request
Multi-family properties with 4-24 units Schedule the collection of bulky items up to 10 times per year, and haul away up to 10 bulky items collected per request

Additional collection of bulky items may be requested at a cost by your waste hauler.

Unlimited collections of certain electronics are available to businesses upon request, please check with your waste hauler for qualifying items.

Remaining Non-Exclusive Commercial Franchise


Most of the current non-exclusive solid waste collection services will transition to an exclusive system; however, a portion of the North County unincorporated communities (Antelope Valley/Acton/Agua Dulce) and NBC Universal will remain under the Non-Exclusive Commercial Franchise until further notice.

After October 1, 2022, services that will remain non-exclusive throughout the entire unincorporated County are the collection of construction and demolition debris.

List of Authorized Non-Exclusive Commercial Franchise Haulers

Only waste haulers identified on the Authorized Haulers list are authorized to provide service in the County of Los Angeles unincorporated areas. Any unauthorized waste haulers operating within the County of Los Angeles unincorporated areas will be subject to fines and penalties by the County. Non-Exclusive Customer Bill of Rights

The Customer Bill of Rights establishes minimum performance and customer service standards for waste haulers providing commercial trash collection services in the unincorporated County areas. It is designed to provide clarity and transparency and outlines basic service expectations, customer termination rights, and customer notification requirements.
