Submit Plans

To begin the rebuilding process after a disaster, property owners need to submit an application for a building permit, either at your local Building and Safety District Office or online in EPIC-LA. Building and Safety staff at your local district office can help you with the application process. Once you’ve applied, you will be asked to submit the design plans for your proposed construction project prepared by a design professional. OWTS certification or modification must be done after building plans have been submitted.

To rebuild a single family residence, you'll need a building permit.

If the foundation needs to be reconstructed, you'll need a grading permit in addition to a building permit.

Plan Review

Once your design professional has submitted building plans for your proposed project, Building and Safety will review your plans and provide guidance to ensure the project meets building code requirements. Building and Safety will also assist you in identifying any other local and State agencies that will also require the review and approval of your design.

Once the plans are approved, you’ll be ready for a building permit to start the construction.

Hire Contractor

Although there are provisions that allow certain residential projects to be completed by a homeowner, most construction projects require the use of qualified, licensed contractors. It is your choice as to which contractor(s) you employ. The State of California is responsible for issuing licenses to qualified contractors.

With your plans approved, you’ll be ready to be issued construction permits that will allow work to begin. Although construction permits can be issued in most cases directly to the property owner, it is advantageous to have your construction permits issued to your licensed contractor so Building and Safety can verify your contractor’s license and insurance.

With permits in hand, you are ready to start construction.
