In 2003, TransCore was selected by the Los Angeles County Department of Public Works (LACDPW) to design and implement an inter-jurisdictional Advanced Traffic Management System (ATMS) for Agencies participating in the San Gabriel Valley Traffic Signal Forum.

ATMS will include the hardware, software, and communications infrastructure required to allow Agencies to monitor and control their traffic control systems (TCS) and ITS field devices (such as CCTV, CMS, HAR, etc.). In addition, the ATMS will include connections to the LACDPW’s Countywide Information Exchange Network (IEN), which facilitates the exchange of traffic-related information between (potentially) disparate TCSs throughout the County.

This inter-jurisdictional view of traffic flow and ITS devices will be a key component in the implementation of various arterial traffic management strategies. These strategies will help reduce incident response time during planned or unplanned events, emergencies, and routine maintenance. In addition, these strategies will support improved arterial traffic flow (especially across jurisdictional boundaries) and improved coordination between member Agency TCSs.

The initial phase of the project is the development of the Conceptual Design Master Plan, which began in October 2003. When completed, the Conceptual Design Document will contain all of the information needed to select and implement the aforementioned inter-Agency ATMS, including a detailed project plan and cost estimate.

The total budget for this project, from project initiation through to implementation at the Agencies, is $5,300,000. The first phase of the project is scheduled to take about 14 months.
