The content of this page will provide guidance through the review and recording process of the easement dedications to the County of Los Angeles by Separate Documents in the unincorporated areas.
The Easement document process is initiated with a referral from the Land Development sections requiring easement dedication for their improvement projects. It can also be initiated by the conditions specified in the conditions of approval of a Final Map.
Below are some tips and tools to help in preparing the easement document.

In order to properly process your submittal and to facilitate review of your project, please submit all of the applicable required items below. It is our policy to review only completed submittals. Submittals that are not complete or do not contain the necessary references, documents, or supporting calculations may be delayed or rejected. All documents should be submitted electronically, using PDF format, to EPIC-LA. If you have already formally submitted a plan check package in the past and you wish to upload revised documents, you must resubmit to Epic-LA under the existing plan case. Easement review fees are required to facilitate review and recordation of your document. You can pay the plan check review fees in person or online using e-check (for charges less than $100,000.00) / credit card (for charges less than $50,000.00). After you have submitted your documents for review, your plan checker will create a fee invoice that you can view and pay in Epic-LA under your plan case.
**Please note that the plan check fee is only a deposit. Additional deposit will be required if the original deposit is depleted due to the complexity of the review.

Submit my documentFor each easement submittal, a check print showing plan check comments will be generated by the plan checker and sent to the applicant. They will also address deficiencies in the document and inform you of supporting documents that are needed in order to obtain the technical approval. Upon approval of the Legal Description (Exhibit A) and Plat Map (Exhibit B), the plan checker will create a Title Sheet for the easement document and it will be emailed to the applicant in pdf format with some instructions.
Applicant shall follow the instructions to obtain property owner's signature and notary acknowledgement. Wet signatures and stamps from your licensed land surveyor are also required on both exhibits A and B. After the document title sheet is completed, applicant will hand deliver the original document with wet signatures (Title Sheet, Notary Acknowledgement, Exhibit A and B) to the Land Development Division (LDD). They can also mail the package to the address provided below:

Once we receive the executed easement document, it will be processed and delivered to the Registrar-Recorder/County Clerk's Office for recordation. A certified copy of the original recorded document will be mailed back to Land Development Division within a few weeks after the recordation. Applicant can obtain a copy of the recorded document from Registrar-Recorder/County Clerk's Office using the recorded Instrument Number.
If the documents got rejected by the Recorder's Office, it will be returned to the applicant with instructions to be corrected, and then can be sent back to Land Development Division for processing and delivering to the Recorder's Office for recordation again.
